Dragon/Electric, would have to be special IMO. I'm clueless though, what is a CAP? If we're making a new Pokemon, can I do its learnset? confused

CAP stands for Create-A-Pokemon project. If we ever get our own Shoddybattle server, these Pokemon will serve on the server as normal Pokes. And choosing the learnset is one of our later jobs.
